2009/2010 BUDGET

Dear PLESD Parents and Staff,

 

On June 23, the Plumas Lake Elementary School District (PLESD) adopted the 2009-2010 budget. This was the end of a process that included a budget committee, community forums, staff forums, budget forums, and school board meetings. Through this process the school board approved $500,000 in cuts mainly through a reduction in spending, increasing revenue and reducing positions, hours, or salaries at the district office. In 2009-2010, the district will be deficit spending by about $370,000. The district will use most of its Federal Stimulus money to cover this deficit for one year. With the State budget looking increasingly bleak, we are already looking at deficit spending close to $500,000 in 2010-2011 and the probability of more State cuts ahead, the district will begin the budget planning process much earlier. STAR TESTING IRREGULARITIES

June 16, 2009

 

Dear PLESD Parents,

 

Late last month our district had to report to the California Department of Education that a "testing irregularity" occurred during the STAR test at one of our schools this year. This report must be filed whenever a district finds that the protocols set up for STAR were not followed.

 

We received an anonymous letter reporting that a child came home after the testing and reported that some inappropriate proctoring occurred in a classroom. We were skeptical of the letter but felt it was specific enough that we had to investigate. Unfortunately, through the investigation we found that improper proctoring did occur in the classroom. Of the 19 students who took the test in the classroom, over 57% of them reported behaviors that require us to report a testing irregularity to the State. Of the students who reported the behaviors, over 72% of them stated that the teacher indicated incorrect answers to the students so they could correct them. The district is considering its options for potential discipline of the employee involved. The law requires that any discipline remain confidential as it is a personnel matter.

 

Parents of students in the affected classroom will still receive the same STAR results letter that any other student would receive since this testing irregularity was discovered after the tests were sent back to the State. When the State calculates our tests scores to measure our effectiveness, the 19 students in the affected classroom will be counted as not participating in taking the test. This will cause the school to not receive an Academic Performance Index (API) score because it will have less than a 95% participation rate at the school. Also, none of these students' scores will be counted as proficient or advanced, which will affect the Academic Yearly Progress (AYP) reports that the District receives.

 

I have received several emails and comments that have stated that the District is basing employee discipline on an anonymous letter. I want to assure you that no disciplinary action would ever be taken against an employee based upon an anonymous letter. Discipline is only taken after an investigation has taken place and the District has determined that an employee has engaged in misconduct. Could an anonymous letter start an investigation? Yes. Would it be used as evidence in the investigation? No.

March 16th @ 9:00 a.m.
To enroll your student you must have a copy of the student's birth certificate, immunization record, TB test, oral health exam, physical exam and proof of residency
