PLESD is committed to listening, responding fairly, and helping families find the appropriate path for resolving concerns. The information below explains where to begin, how to submit a complaint, and what to expect throughout the process.
We’re Here to Help
Questions and concerns are a normal part of working together to support students. Many concerns can be resolved through an open conversation with the staff member or school closest to the situation. When additional assistance or a formal process is needed, District staff can help you identify the appropriate next step.
You will not be treated differently for raising a concern or participating in a complaint process. Whenever possible, information will be handled respectfully and shared only with those who need it to review or respond to the matter.
Where Should I Start?
1. Begin with a conversation when appropriate
Whenever possible, contact the teacher, employee, or staff member most directly involved. A respectful conversation can often clarify the situation and lead to a timely resolution.
A direct conversation is encouraged, but it may not be appropriate for every concern. You are not required to speak directly with the employee if you are uncomfortable doing so, or if the concern involves discrimination, harassment, bullying, student safety, or another matter that requires a specific complaint process.
2. Contact the school principal or supervisor
If the concern is not resolved—or if you are unable or unwilling to discuss it directly with the employee—contact the school principal or the employee’s immediate supervisor. They can listen to your concern, help determine the next steps, and explain whether a written complaint is needed.
Complaints concerning a principal or District administrator should be directed to the Superintendent or designee. Complaints concerning the Superintendent should be submitted to the Board of Trustees.
3. Select the appropriate complaint process
Some concerns follow specific procedures and timelines. Use the complaint categories below to find information about:
District Employee
Complaints Concerning District Employees
This process applies to concerns about the conduct or performance of a District employee. Whenever possible, families are encouraged to begin by discussing the concern directly with the employee. If the concern is not resolved—or if you are unable or unwilling to speak with the employee—a written complaint may be submitted to the employee’s principal or immediate supervisor.
Complaints concerning a principal or District administrator should be submitted to the Superintendent or designee. Complaints concerning the Superintendent should be submitted in writing to the Board of Trustees. District staff can provide assistance if you need help preparing a written complaint.
Instructional Materials
Complaints Concerning Instructional Materials
Parents and guardians who have concerns about textbooks, library books, classroom materials, or other instructional resources are encouraged to begin by speaking with the teacher and/or school principal.
If the concern is not resolved, a signed written complaint should be submitted to the principal. The complaint should identify the material, explain the specific concern, and include the page, section, or location of the material when possible. The material may remain in use while it is being reviewed. A decision may be appealed to the Board of Trustees.
Complaints alleging unlawful discrimination in instructional materials or curriculum may be addressed through the Uniform Complaint Procedures instead.
Uniform Complaint Procedures
Uniform Complaint Procedures
The Uniform Complaint Procedures, commonly called UCP, are used for complaints involving certain state and federal educational programs. This includes allegations of unlawful discrimination, harassment, intimidation or bullying; unauthorized student fees; Local Control and Accountability Plan requirements; and certain educational rights of students.
A UCP complaint should be submitted in writing to the District’s designated compliance officer. District staff will assist individuals who are unable to prepare a written complaint because of a disability, language need, or other limitation. Some student-fee and LCAP complaints may be submitted anonymously when supporting information or evidence is provided.
The District generally issues its investigation report within 60 calendar days unless the complainant agrees in writing to an extension. An appeal of the District’s decision may be submitted to the California Department of Education within 30 calendar days.
Williams complaints
Williams Uniform Complaints
The Williams Uniform Complaint Procedures address specific concerns involving:
- Insufficient textbooks or instructional materials
- Teacher vacancies or misassignments
- Emergency or urgent school facility conditions
- Restrooms that are closed, unclean, or not properly maintained
A Williams complaint may be submitted to the principal of the school where the concern occurred. Complaints may be anonymous, and use of the District’s complaint form is encouraged but not required.
Valid complaints should be remedied within 30 working days. If a written response is requested, the District will provide information about the resolution within 45 working days.
Special Education
Special Education Complaints
Families are encouraged to work with their child’s teacher, case manager, principal, or Special Education Department when questions or concerns arise. Many concerns can be resolved collaboratively at the school or District level.
A complaint alleging that the District has violated state or federal special education law may be submitted directly to the California Department of Education. A copy of the complaint must also be provided to the District at the same time. The California Department of Education generally investigates complaints alleging violations that occurred within one year of the date the complaint was received.
Disagreements involving a student’s identification, evaluation, educational placement, services, or right to a free appropriate public education may also be addressed through mediation or due process procedures.
Title IX and Sexual Harassment
Title IX and Sexual Harassment Complaints
Title IX prohibits sex-based discrimination in educational programs and activities. This includes sexual harassment, sexual violence, gender-based harassment, and discrimination based on sex, sexual orientation, gender, gender identity, gender expression, pregnancy, or related conditions.
Students, parents, guardians, employees, and community members may report a concern to the District’s Title IX coordinator, a school administrator, or another trusted District employee. A report may be made verbally or in writing. District staff will explain the available supportive measures, complaint options, and next steps.
Anyone who believes a student is in immediate danger should contact emergency services or law enforcement.
Other student or school concerns
Other Student or School Concerns
General concerns about a student’s classroom experience, school program, attendance, discipline, transportation, or other school-related matter should usually begin with the staff member closest to the situation.
If the concern is not resolved, contact the school principal. The principal can help address the concern or determine whether it should be referred to another department or handled through a formal complaint procedure.
If you are unsure which process applies, please contact the District Office. Staff will help direct your concern to the appropriate person or department.

The complaint must identify the material, explain the specific concern, and include the page, passage, scene, or location of the material when possible.
The complaint must be signed. Anonymous instructional-material complaints are not accepted.

Timelines and Appeal Rights
Timelines vary by complaint type. Employee complaints are generally reviewed within 30 days. UCP and special education investigations are generally completed within 60 calendar days. Valid Williams complaints should be remedied within 30 working days, with a written response provided within 45 working days when requested.
The written decision will explain any appeal rights and deadlines. UCP decisions may generally be appealed to the California Department of Education within 30 calendar days. Some timelines may be extended when permitted by law.
Language and Accessibility Assistance
Language assistance, accessible documents, and reasonable accommodations are available upon request. District staff can also assist anyone unable to prepare a written complaint because of a disability, language need, or other barrier.
