November 2016 Bond Measure

After many months of discussion and public meetings, on June 23, 2016, the PLESD Board voted (4-0) to place a bond measure on the November 2016 ballot. The bond would be used in conjunction with the Statewide Bond also on the November ballot and developer fees that are collected on new homes to build a Middle School on the site that was purchased in 2012 (see below).

The Board, keeping with its long-range plan for the District, voted to put forth the bond measure for several reasons:

1) The bond measure is written so that if the growth doesn’t increase and the new school is not needed then the Board can choose not to issue the bonds, costing the taxpayers nothing.

2) If housing permits continue to increase, which will drive higher enrollments we could need a new site in the next 3-5 years. This bond would allow the District to be ready for new construction.

3) Increased Building- Building permits have also begun to increase once again, with 70 permits being pulled during the 2015-16 school year as compared to 38 (2014-15), 21 (2013-14), and 5 (2012-13) the previous years. At this time only 2 builders are pulling permits but the District has seen an increased interest by multiple other builders. As a comparison, during the height of building in Plumas Lake between 300-400 permits were being pulled a year.

4) Our 3 current sites can currently hold between 1650-1750 students without adding any additional portables. This number depends on how many students we want in our classes. At this time we are trying to keep all K-3 classes at 24 or less and all 4-8 grade classes at 28 or less. The sites were designed as elementary schools. Riverside Meadows has done well putting together a middle school program on an elementary site but it has brought limitations.

5) Student Enrollment is once again growing. Currently we have 1270 students. Over the last three years we have seen enrollment grow by 182 students with 79 new students during the 2015-16 school year.

6) The Board and PLESD staff felt that it was important to align our bond with the Statewide bond that will be on the ballot in November. The thought is that a third of the middle school would be paid for by the Statewide Bond, a third by the builder fees that are already being collected through our mitigation agreements on every lot in Plumas Lake, and a third through this local bond.

The PLESD Board and District staff have been extremely diligent in providing the best educational system and facilities for the students of Plumas Lake at the same time being conservative with the tax payers money. PLESD leadership is extremely cognizant of the importance to get the most out of every dollar that is spent in our District.

Future Facilities

In 2012, Plumas Lake Elementary School District, Wheatland High School District, Yuba County, and OPUD worked together to purchase 100 acres of land in the middle of Plumas Lake. The plan is as Plumas Lake begins to once again grow, we will need additional facilities and the price was right to buy at the time. The organizations will split the land up as follows: 25 acres of land will be used to build a middle school, 50 acres will be used to build a high school, and 25 acres will be used for a community park.

This land purchase was done with the future in mind. The breaking of ground on either of the two school sites will not come for some time. The earliest estimates would show a need in 5-7 years.
